*Leaders To Be Honored At Historic Westside Legacy Park*

"Park Is A Place To Experience The History Of The Westside"

 

    The public is invited to the induction ceremony for the 2025 honorees to be enshrined at the Historic Westside Legacy Park, Saturday, April 19, at 8:30 a.m. City of Las Vegas Councilwoman Shondra Summers-Armstrong and Clark County Commission Vice Chairman William McCurdy II are scheduled to speak at the event.

 

    The park is located at 1600 Mount Mariah Drive, and the event will feature the induction ceremony, music and speakers. The Historic Westside Legacy Park is a partnership between the city of Las Vegas and Clark County, and opened in December 2021 with 36 honorees.

 

    The 2025 honorees include:

 

*Willia Mae Chaney* (deceased) - Willia Mae Chaney, a resident of North Las Vegas for more than 50 years, was a community advocate and entrepreneur. As founder and director of Smart Start Child Care, Chaney shaped the lives of children by providing quality education and after-school care. Her passion for education and providing skill development as an avenue to financial independence resulted in the founding of Expertise School of Beauty. After 25 years, Expertise remains active as Nevada’s first African-American-operated school of cosmetology. She continued her commitment to our community by serving as the District 3 representative to the Nevada Board of Education, as well as the Nevada Fair Housing Board and the Southern Nevada Regional Accountable Banking Committee.

 

*Porter Lee Troutman Jr. *- Porter Lee Troutman Jr. is the first Black person to receive a doctorate from Northern Arizona University. At the University of Nevada, Las Vegas College of Education, he rose to become professor emeritus after a career dedicated to advancing diversity and inclusion. He chaired the diversity committee, led the multicultural education program, founded the Center for Multicultural Education and was a founder of the National Association for Multicultural Education. He served as director of Teacher Corps, a competency-based teacher education joint venture between UNLV, the Clark County School District and the Historic Westside. He directed the National Youth Sports Program for 32 years, serving hundreds of children. Alongside his wife, Bobbie Jean Troutman, he co-founded the Afro-American Cultural Service to spotlight the achievements and history of the Black community in Las Vegas.

 

*Eva Martin – *Eva Martin attended the Chicago State Techers College, and began her career as a substitute teacher, before developing a strong interest in business. Martin moved to Las Vegas from Chicago in 1995 with her husband James Martin, to continue their entrepreneurial journey with the purchase of three McDonald’s restaurants. As an employer, she guided young people beginning their first jobs, provided a second chance to formerly incarcerated young adults and mentored women and minorities in their business and educational pursuits. As a community leader, Martin serves on boards that share her passion for education, including The Ronald McDonald House; Hannah Brown Community Development Corporation; Girl Friends, Inc.; Village Foundation; Urban Chamber of Commerce; and National Black McDonald’s Operators Association, among others. She established the ERJ Martin Family Foundation, and has awarded more than $400,000 in scholarships to help realize the educational dreams of low-income and deserving students in Southern Nevada.

 

*Beatrice Dyess* - Beatrice Dyess moved to Las Vegas with her family from Louisiana in 1951 and graduated from Rancho High School and the Las Vegas Cosmetology School. The Clark County Sheriff's Department hired her, and after the merger between the Police and Sheriff's departments in 1974, Beatrice attended and graduated from the first Las Vegas Metropolitan Police Department Academy, becoming the first Black female police officer in the city of Las Vegas and the State of Nevada. The city of Las Vegas, Clark County and the Las Vegas Review-Journal have honored her service as a police officer. After retirement, she graduated with a general associate degree from the College of Southern Nevada. She founded several Christian ministries, including Prayer Warriors Uniting For Christ, Voices of Experience Leaving Something in the Field and Soul Winners For Christ. In 2017, she received a Doctorate of Divinity degree from Kingdom Builders Bible Seminary. In 2021, she was ordained as a chaplain with the Chaplaincy of Nevada, has completed all three professional ministerial certification diploma programs with Messages of Faith Ministries, and is currently an active chaplain.

 

*Faith Leggett* - Born in Memphis, Tennessee, Faith Leggett graduated from Lemoyne-Owen College and has always been inspired to work with youth. She moved to Las Vegas in 1971 to teach at Matt Kelly Sixth Grade Center. She coached boys’ basketball during the 1970s and ‘80s for various leagues. Many of those teams made it to playoffs and won championships. Her influence touched many, and she was able to see several of her players make it to professional teams. At Matt Kelly, she taught science and social studies, always advocating education and inspiring her students. In 1993, she transferred to Swainston Middle School, where she helped students embrace diversity and celebrate the cultural range within the school community, fostering a sense of belonging and appreciation of the variety of backgrounds. She facilitated an end-of-the-year festival, where students were encouraged to showcase food dishes native to their heritage. This concept encouraged social knowledge and helped students learn and gain an appreciation for other people’s cultures. Leggett’s dedication and commitment to students impacted many in the community. She retired from the Clark County School District in 2008 after 37 years as an educator.

    Legacy Park is a tribute to the many trailblazers who have led the community through the years. The park incorporates unique elements, such as a timeline of the Historic Westside and an interpretive walking trail. It also includes public artwork and stories of the Westside, along with trees, landscaping and a playground.
